Williamson Diamonds Limited (WDL) is Tanzania’s only large-scale diamond producer. The mine is located in Mwadui, Kishapu District, Shinyanga Region, approximately 160 kilometres south of Mwanza.

WDL invites suitably qualified, experienced, and motivated candidates to apply for the position of Finance Manager / Head of Finance Department.

The role

The Finance Manager / Head of Finance Department will report directly to the General Manager and will provide strategic and operational leadership for the entire Finance function.

The successful candidate will be accountable for the overall management and performance of the Finance Department, ensuring the effective delivery of financial management, financial reporting, financial governance, internal compliance, budgeting, forecasting, cash flow and treasury management, statutory compliance, risk management, audit coordination, and internal controls.

The position will serve as the principal financial adviser to the General Manager and Management Team, providing timely, accurate, and commercially relevant financial information to support sound business decisions and the achievement of the Company’s strategic and operational objectives.

The role requires a strong, energetic, commercially minded, and results-oriented finance professional with proven leadership, technical, managerial, and strategic experience, preferably within the mining or extractive industry.

Key duties and responsibilities

The successful candidate will be responsible for, among other duties:

1. Financial Leadership and Management

  • Serving as the Head of the Finance Department and providing overall leadership, direction, and accountability for the Finance function.
  • Serving as an integral member of the Management Team and contributing to the achievement of the Company’s operational and strategic objectives.
  • Providing strategic financial leadership and advice to the General Manager, Management Team, Heads of Departments, and budget holders and link operational performance with financial results.
  • Ensuring that all financial deliverables, reports, and reporting requirements are completed accurately and within the required deadlines.
  • Providing a comprehensive, efficient, and effective financial service to Management and other stakeholders.
  • Leading, developing, motivating, coaching, and managing the Finance team through effective leadership and the application of industry best practices.

2. Financial Reporting and Analysis

  • Preparing and reviewing monthly, quarterly, and annual management accounts and financial reports.
  • Ensuring accurate, timely, and complete financial reporting in accordance with applicable accounting standards and Company and Group requirements.
  • Providing Management with timely financial analysis, performance reports, and commercial insights.

3. Financial Governance, Internal Compliance and Controls

  • Ensuring strong financial governance, internal controls, and compliance with Company and Group reporting requirements.
  • Ensuring effective internal compliance with Company policies, procedures, financial controls, delegated authority frameworks, and applicable statutory and regulatory requirements.
  • Establishing, monitoring, and continuously strengthening internal control systems to identify, manage, and mitigate financial and operational risks.

4. Budgeting, Forecasting and Financial Planning

  • Leading the annual budgeting, forecasting, cost management, financial planning, and business planning processes.
  • Coordinating with Heads of Departments and budget holders in the preparation of departmental budgets.
  • Reviewing budgets and forecasts to ensure alignment with operational requirements and Company strategy.
  • Monitoring actual expenditure against approved budgets and identifying areas of overspending or potential cost savings.

5. Cash Flow, Treasury and Working Capital

  • Managing and monitoring cash flow to support the achievement of organizational and operational objectives.
  • Preparing and maintaining accurate cash flow forecasts.
  • Monitoring working capital, receivables, payables, and other liquidity requirements.

6. Cost Management and Commercial Performance

  • Identifying opportunities for cost optimization, improved resource utilization, and enhanced financial performance.
  • Providing financial analysis and commercial advice to support operational efficiency.
  • Reviewing operating costs and recommending measures to improve cost effectiveness.

7. Accounting Operations and Financial Systems

  • Overseeing the effective operation of core accounting functions, including general ledger, accounts payable, accounts receivable, reconciliations, fixed assets, inventory, and other financial records.
  • Ensuring timely and accurate bank, balance sheet, general ledger, and other key financial reconciliations.
  • Maintaining accurate, complete, secure, and properly controlled financial records and documentation.

8. Statutory, Tax and Regulatory Compliance

  • Ensuring compliance with applicable financial, tax, statutory, regulatory, and corporate governance requirements.
  • Ensuring timely and accurate preparation and submission of statutory financial and tax returns and other regulatory reports.
  • Maintaining up-to-date knowledge of relevant accounting standards, tax legislation, financial reporting requirements, and applicable laws.

9. Audit and Risk Management

  • Coordinating and supporting internal and external audits of the Company.
  • Providing auditors with timely and accurate financial information and supporting documentation.
  • Ensuring timely implementation of agreed audit recommendations.

10. Procurement and Expenditure Controls

  • Ensuring appropriate financial controls over procurement, purchasing, payments, contracts, and expenditure.
  • Ensuring compliance with approved budgets, procurement procedures, and delegated authority limits.
  • Reviewing financial aspects of major contracts and procurement commitments.

11. Payroll and Employee-Related Financial Controls

  • Ensuring appropriate financial controls over payroll-related transactions and employee benefits.
  • Working closely with Human Resources to ensure payroll information is accurately processed and properly authorized.
  • Ensuring payroll costs are accurately recorded, reconciled, and reported.

12. Leadership, Ethics and Corporate Conduct

  • Promoting and maintaining high standards of integrity, professionalism, accountability, confidentiality, and ethical conduct.
  • Ensuring compliance with the Company’s Code of Ethical Conduct.
  • Reporting and escalating any observed breaches of Company policies, ethical standards, internal controls, or applicable procedures.

Minimum qualifications and experience

Applicants must possess:

  • Completion of the NBAA Professional and/or a Bachelor degree in Accounting, Finance, or an equivalent relevant qualification, Master Degree will be an added advantage and other professional training e.g. ACCA.
  • CPA (T) qualification and registration with NBAA under the Associate or Fellow category, or the demonstrated ability to attain this level within 24 months.
  • A minimum of five (5) years’ experience in a senior finance role, preferably within the mining or extractive industry.
  • Proven experience in financial management, accounting, financial reporting, budgeting, forecasting, cost management, cash flow management, and financial planning.
  • Strong knowledge and practical experience in financial reporting, accounting standards, internal controls, and financial governance.
  • Demonstrated experience in internal compliance, risk management, audit processes, and implementation of corrective actions.
  • Demonstrated experience in statutory and tax compliance and dealing with relevant regulatory authorities.
  • Experience in managing budgets, cash flows, working capital, and cost optimization in a business environment.
  • Experience in leading and developing a Finance team and working effectively as part of a senior management team.
  • Advanced computer literacy, with experience in AccPac/Sage or similar accounting systems and strong proficiency in Microsoft Office applications, particularly Microsoft Excel/ Asset Management.
  • Up-to-date knowledge of applicable accounting standards, financial reporting requirements, tax legislation, corporate governance principles, and relevant legislation.
  • Strong understanding of financial controls, risk management, audit requirements, and compliance frameworks.
  • Fluency in both English and Swahili, with strong written and verbal communication skills.
  • Possession of a valid driving licence.
