Position Purpose
The Head of Human Resources leads the strategic direction and operational management of FINCA Microfinance Bank Tanzania’s HR function. Serving as a key member of the executive team, this role translates organizational strategy into comprehensive human capital solutions covering talent acquisition, performance management, total rewards, labor law compliance, learning and development, and employee engagement. The Head of HR ensures alignment between local operations and global FINCA Impact Finance standards while fostering a high-performance, inclusive workplace culture.
Key Duties & Responsibilities
Strategic HR Leadership & Governance:
Shape organizational strategy by providing HR analytics, talent insight, and strategic recommendations to the CEO, Management Board, and Board of Directors.
Develop, review, and enforce HR policies, procedures, and employee handbooks in compliance with Tanzanian Labor Law and FINCA Impact Finance global benchmarks.
Oversee Human Resource Information System (HRIS) data integrity and generate executive reporting for local and global management.
Talent Acquisition & Employee Life Cycle:
Oversee end-to-end recruitment strategies across all organizational levels to secure top-tier talent in a competitive financial services market.
Maintain up-to-date, structured job descriptions across all bank departments and manage onboarding and offboarding processes.
Performance Management, Compensation & Benefits:
Lead the bank’s annual performance appraisal cycle and partner with department managers to manage performance improvement plans (PIPs).
Design, execute, and administer variable pay, sales incentive structures, merit increases, and annual bonus strategies.
Oversee payroll administration, tax legislation compliance, employee health insurance, and statutory welfare benefits.
Employee Relations, Culture & Development:
Act as a neutral link between staff and leadership to facilitate active listening, address grievances, and promote conflict resolution mechanisms.
Design and implement staff retention strategies, leadership development initiatives, and continuous training programs.
Ensure full compliance with workplace health and safety protocols and statutory employment regulations.
Qualifications & Requirements
Education:
Bachelor’s Degree in Human Resource Management, Business Administration, or a related field (Required).
Master’s Degree (e.g., MBA) or professional HR certification (e.g., CIPD, SHRM) is strongly preferred.
Work Experience:
Minimum of 10 years of progressive experience in Human Resources.
At least 5 years in a senior managerial HR role, preferably within a large international institution in the financial, microfinance, or hospitality sector.
Proven track record in talent acquisition, compensation & benefits design, training execution, and change management.
Technical Skills & Competencies:
Comprehensive expertise in Tanzanian Labor Laws (Employment and Labour Relations Act) and employment practices.
Proficiency with enterprise HRIS platforms and Advanced MS Office Suite.
Demonstrated strategic leadership, conflict resolution, emotional intelligence, and cross-cultural awareness.
Fluency in spoken and written Swahili and English.
Willingness to travel up to 25% for regional branch networks.
